  Trouble is brewing for the former DCI boss George Kinoti after it emerged that he is responsible for fabricating charges against DP Rigathi Gachagua on the Kshs 7.3 billion graft case. In a four-page affidavit to the court supporting the withdrawal of the charges against Gachagua, senior police and head of the serious crimes section at DCI, Kuria Obadiah, said that Kinoti forced detectives to arrest and charge Gachagua in July last year over financial related crimes. At the time, investigations against Gachagua, who was then Mathira MP, had not been concluded and there was no  evidence to support what he was being accused of. Obadiah was in charge of the team that was formed to go after Gachagua, following his fall out with the immediate former president Uhuru Kenyatta’s administration.   Three Egerton University students were Monday, October 31 charged at the Milimani Law courts with several counts of examination fraud. Francis Manyara Ogata, Kelvin Anunda Mogaka, and Bravin Osano Ombongi allegedly defrauded members of the public of millions of shillings through social media on the pretense of offering leaked Kenya National Examinations papers for 2022 tests. The prosecution told the court that the trio was arrested following complaints from different members of the public who had been defrauded over Ksh4 million. The court heard that the Uni students shared the loot equally. They were allegedly operating 15 accounts on WhatsApp and Telegram, where they solicited money from the public with the promise of sending them leaked examination papers. The three were demanding between Ksh5,000 and Ksh35,000. Investigators said the students had already collected over Ksh4 million deposited in two bank accounts, which the DCI has frozen. On Wednesday, October 26, the Senate passed the motion on a policy framework protecting motorists accessing hospitals, airports, and shopping malls from paying parking fees. In his maiden motion, Sifuna argued that “many urban areas and towns in Kenya lack designated car parking areas as a result of the imbalance between parking supply and demand mainly due to ineffective land use planning and miscalculations of space requirements, thereby leading to exorbitant parking fees”.   China has not fined Kenya for allegedly defaulting on its SGR loan repayment, a Chinese government official has said. Speaking on Tuesday, Director General of African Affairs in the Chinese Foreign Affairs ministry Wu Peng said Kenya’s repayment of the China Exim Bank loan is normal. “Recently in Kenya, they said that China has slapped some fines for defaulting on Chinese SGR loan. It is not true,” Peng said. The Chinese official said there is a lot of misinformation being circulated that does not help the relationship between China and Kenya, and other African countries. “Common dictates suggest that for there to be a fine, there must be defaulting.
